Seoul is preparing to give every citizen unlimited access to domestically developed AI services, combining public funding, homegrown models and government integration in an ambitious bid to reduce dependence on U.S. and Chinese technology.

South Korea is moving to make artificial intelligence a universal public service, launching one of the world’s most ambitious efforts to give an entire population free access to advanced generative AI.
Under the government’s “AI for All” initiative, citizens will be able to use general-purpose AI chatbots without subscription fees or usage limits. The project is designed not only to broaden access to AI, but also to steer users toward Korean-developed models rather than relying overwhelmingly on American platforms such as ChatGPT or Chinese alternatives.
The program reflects a broader concern in Seoul that artificial intelligence is becoming too important an economic and strategic capability to leave largely in foreign hands. South Korean policymakers increasingly describe access to AI as a basic digital competency, comparable to literacy or numeracy, and argue that disparities in access could deepen existing social and economic inequalities.
The government plans to launch a beta version of the service in late September, followed by a broader rollout before the end of 2026. In addition to conventional chatbot functions, the platform is expected to evolve into a public-service AI agent capable of helping people identify government benefits, complete applications and navigate administrative processes.
The project goes well beyond simply subsidizing access to commercial chatbots.
South Korea’s Ministry of Science and ICT has required participating providers to make extensive use of domestic AI models. At least half of the underlying service must rely on Korean sovereign foundation models, while another substantial portion must use models produced by other domestic developers. Foreign models may be used only when necessary, and government support will not cover that portion of the service.
That requirement makes the initiative an explicit industrial policy as much as a digital-welfare program.
Seoul wants Korean consumers to become active users of domestic AI products, generating the scale, feedback and commercial momentum needed for local developers to compete with the enormous ecosystems being built by American and Chinese technology companies.
SK Telecom, Kakao and KT have now been selected to participate in the national project, bringing together some of South Korea’s largest telecommunications and technology companies. Their involvement could give the system immediate access to tens of millions of users and established digital platforms.
The government is also underwriting part of the enormous computing cost.
Selected companies can receive access to as many as 512 Nvidia B200 graphics processors, among the high-end chips used to train and operate modern generative AI systems. Seoul is also helping cover operating expenses, reducing the financial burden of providing unlimited AI usage to the public.
The cost of the wider AI push is substantial. South Korea has allocated roughly $7.2 billion to AI development in 2026, around three times the previous year’s level, as the country attempts to build domestic computing infrastructure, strengthen its semiconductor industry and create competitive sovereign models.
For South Korea, however, the investment is about more than technological competitiveness.
The government wants AI to become part of everyday civic infrastructure.
Future versions could help citizens book medical appointments, search for housing, handle tax-related questions, access educational materials and determine eligibility for government support. Small businesses could use the same infrastructure to obtain tax assistance, identify subsidies and automate routine administrative tasks.
This integration with public services could make South Korea’s experiment particularly significant internationally.
Many governments have invested in AI research or developed tools for civil servants, but relatively few have attempted to provide a high-capability, government-supported AI assistant directly to virtually every citizen.
South Korea is effectively treating access to generative AI as a form of national digital infrastructure.
The strategy also addresses a growing concern over what policymakers call “AI sovereignty” — the ability of a country to maintain meaningful control over the models, data, computing resources and platforms that increasingly shape its economy and public administration.
Countries without strong domestic AI capabilities risk becoming dependent on a handful of foreign companies for systems that could eventually mediate education, healthcare, government services, commerce and communication.
For Seoul, that dependence represents both an economic and strategic vulnerability.
If Korean users overwhelmingly rely on foreign AI platforms, domestic companies may struggle to collect the usage data and revenues necessary to improve their own models. Changes in subscription prices, access restrictions or corporate policies imposed overseas could also have immediate consequences for Korean consumers and businesses.
The government therefore wants domestic AI systems to become familiar before foreign platforms become even more deeply embedded in everyday life.
South Korea begins from an unusually strong position.
The country already has one of the world’s most digitally connected populations, a powerful semiconductor industry and major technology groups including Samsung Electronics, SK Hynix, Naver, Kakao, KT and SK Telecom.
Consumer enthusiasm for AI is also exceptionally high. Around a quarter of South Korea’s population is already estimated to pay for generative-AI services, compared with a much smaller proportion in some other advanced economies.
That combination makes the country an important testing ground for what happens when advanced AI becomes effectively ubiquitous.
If millions of citizens begin using domestic AI assistants for work, education, government services and daily decision-making without worrying about token limits or monthly fees, the experiment could accelerate adoption far beyond the technology sector.
It may also create challenges.
Providing unlimited access to sophisticated AI systems is computationally expensive. Usage could grow much faster than anticipated, placing pressure on public funding and domestic computing capacity. Governments will also have to confront questions involving privacy, data security, model bias, misinformation and accountability when AI systems interact directly with official services.
The deeper the technology becomes embedded in government administration, the more important those safeguards will become.
There is also no guarantee that free access alone will persuade consumers to abandon foreign competitors. OpenAI, Google, Anthropic and leading Chinese developers continue to invest enormous sums in increasingly capable models. Korean systems will therefore need to compete not only on price but also on quality, reliability and usefulness.
Seoul appears willing to accept that challenge.
The Ministry of Science and ICT says its longer-term ambition is to move beyond simple chatbots toward an era in which every Korean citizen can have a personalized AI agent. Officials have described the ultimate goal as “one AI agent per citizen,” with increasingly sophisticated assistants expected after 2027.
That ambition places South Korea at the forefront of a broader international debate over the future of artificial intelligence.
The first phase of the generative-AI revolution was dominated by private companies competing to build the most powerful models. The next phase may increasingly involve governments deciding how those systems should be distributed, financed and integrated into society.
South Korea is making an unusually clear choice.
Rather than treating advanced AI primarily as a premium commercial product, Seoul wants to make it universally accessible — and, wherever possible, Korean.
